UNGA: Condemnation of American irresponsibility in Iraq

My fellow delegates, as the representative of the Islamic Republic of Iran, I must raise a voice of protest over the USA's behavior in the state of Iraq. The USA invaded a sovereign country under false pretenses, as Iraq did not have the weapons of mass destruction as the USA claimed. The USA invaded Iraq in the interests of Zionism, acquiring oil, and enhancing the power of international War Criminal George Sears. Iran's condemnation of this invasion is well known, and we won't belabor this point any longer.

However, recent developments have brought a new concern to Iran. The attack on the al-Askari Mosque should be condemned by all members of the United Nations. This attack shows the barbarity of the terrorists that can now operate in Iraq due to the chaos caused by the USA's invasion. We must also call members of the United Nations to condemn the USA's lackluster efforts to provide security in Iraq. The USA either was arrogant enough to think its small military force was enough to pacify Iraq, or the USA is seeking to profit by letting a few terrorist divide the land of Islam. Either action is deplorable.
The General Assembly,

Guided by the purposes and principles of the Charter of the United Nations,

Deeply concerned by recent events in the sovereign state of Iraq,

1. Deeply deplores the loss of life as a result of these illegal actions.

2. Condemns the Illegal USA invasion that led to the instability that allowed these terrorist attacks to occur.

3. Calls upon the USA to take responsibility to provide security in Iraq.

4. Condemns the USA for failing to provide adequate resources to rebuild Iraq and provide security.

5. Calls upon the UNSC to organize an international peacekeeping force to replace the "Coalition of the Willing" in providing security in Iraq

I would like to echo the concerns of Iran. Iraq is a festering cauldron, ripe for civil war. The United States invaded illegally, with no knowledge of the country our its people and have destabilized Iraq to the breaking point. The US military spews lies of control over the country when American troops can hardly venture past the Green Zone. America's imperialism in the Middle East must be put to an end by the nations of the world together. Therefore Syria agrees with Iran on all points displayed.

While the Russian delegation is respectfully inclined to agree overall with the Islamic Republic of Iran we might note the issue with that is almost Nobody WANTS to send troops. The UN does not have a standing army and most of it's troops are from the United States.

We are glad that someone on the UNSC will respond to us. Perhaps America is too ashamed of its secret weapon's programs to risk coming forward to speak at the General Assembly. The Islamic Republic of Iran is willing to provide the bulk of the troops of the peacekeeping operation. We will be the one's to suffer from a state collapse in Iraq and we are willing to do our part to solve problems in our region.

The United States Government will not at this time be withdrawing from either Afghanistan or Iraq. Our operational and strategic objectives have not yet been met. Osama Bin Ladin is still at large and our military is still undergoing a process of reconstruction and a defeat of the insurgents within those two nations.

An Iranian presence is neither required nor permitted at this time.

The Russian Federation having long delt with islamic extremists thinks the United States is perhaps being too hasty in assistance from Iran. You asked for those willing they have offered. It would give you a perception of not being just western crusaders we suspect. Showing joint work with Islamic peoples. But perhaps we are incorrect?

The State of Israel regrets that Russian lack of understanding of the nuances and delicacies of the Middle East situation have caused this understanding - the presence of Iranian forces in Iraq holds potentially catastrophic possibilities. Two nations oft at war, two cultures frequently opposed, two ethnic backgrounds with centuries of animosity, and two distinct branches of the Islamic faith all present a wide gulf that separates Iran and Iraq.

To boil this situation down to a matter of "Islamic peoples" suggests either a lack of knowledge on the situation by the present Russian permanent representative, or a wilful disregard for future stability in the region. We are not quite sure which is worse.

Although the Israeli people (and all peoples of the Middle East, no doubt) welcome the diligent concern expressed by the Russian government, we hope that their suggestions in the future will focus on those areas which will actively serve long term stability in the region. To this end, we welcome Russia's role as a partner for peace in other troubled regions, from the Caucasus to Yemen, and from Gaza to the Gulf.

The Russian Federation is shocked at the words of the Israeli delegation but perhaps given their background we ought not be surprised. Russia knows muslims exist in more than one region in the world and the more we rely on a solely Western lookign force the more it threatens to destabilize the region. We think a multi national multi ethnic group would send a clear message of the world is against these extremists not just a handful of NATO members and the State of Israel.

Perhaps the Russian delegate could expand on the statement, "given their background"? There has been some... concern at the language here used by the Russian permanent representative - language we are sure that Moscow will be quick to clarify, given the long and positive history of Russo-Israeli relations.

As we have said - we welcome Russian oversight of this issue, particularly given the ills that had late befallen the US government. However to suggest the participation of Iranian troops without regard for the historical context of Iran-Iraq relations is concerning. Israel has had no participation in the Iraq conflict, nor do we intend to become involved in it on any level. Yet care must be taken that positions are not advanced for political reasons without thought being given to the wider consequences. You speak of destabilisation - I can hardly think of anything as destabilising as the Arab world thrown into conflict with the Persian peoples yet again.

The Russian Federation Values our relationship with Israel but let us be honest with each other as friends should be. You have had several wars with you're arab neighbors and taken two locations that have now given you headaches for 40 years plus. A muslim presence in the conflict would calm and quiet the recruitment angle of claiming it's another western crusade. Many still incorrectly believe Israel is pulling America's strings to create these wars. So what better way to silance that then to show it is not jsut white american christians who dislike the actions of evil dictators but muslims too?

Could America expand upon their "operational and strategic objectives"? Are these the same objectives drafted by the wanted international terrorist ex-President Sears? While the USA was using faulty intelligence to justify its invasion of Iraq it was developing weapons of mass destruction in its own territory. Could the invasion of Iraq have been an effort to create an area in the Middle East where the USA could base Metalgear weapons so it could protect that ungodly Zionist entity? Or perhaps use it to launch nukes at Moscow? We cannot understand how the world can sit by and let the USA continue to carry out the plans and designs of the madman. As Allah is merciful, so the Iranians are concerned about US actions. Should the allies have let Germany continue to occupy Austria and the Czech Republic? Of course not!

Also we do not believe the USA has the jurisdiction to tell us what we are permitted to do! Once we had a ruler that bowed to the Great Satan but that leader is now more. If we must intervene in Iraq to protect our Republic and our fellow muslims, then God Willing we will do it. If the United States does not end the assault upon Shia muslims Iran will take matters into its own hands.

To the Zionist entity just because you bring the sword against all nations, does not mean Iran will do so. Iran as no disagreement with the people of Iraq but only with the killers like Saddam Hussein and Al Qaeda that would spill Shia blood. Our great Republic tolerates religions minorities even as your state leaves them starving and desolate in an apartheid system. We will work for a peaceful Middle East, something the little Satan cannot comprehend.

While a turbulent past is a part of Israel's history, we bear no undue ill-will to our neighbours - as evidenced by our present peaceful relations with Egypt, in spite of the prior conflicts between our two countries. Our position in this matter is therefore not clouded by such issues. We are, however, glad to hear that the Russian delegation has not allowed anti-Semitic language to creep into its language. We are sure our prior misunderstanding must have been due to a translation issue.

We must note, however, as none others have, that this has hardly been an American crusade. Nations from across Europe (western and eastern), Oceania, Asia, and more have participated in this conflict - including Muslim nations. The legitimate Iraqi government aside (though it should be noted that it has enjoyed widespread recognition from the Arab League), the Kingdom of Jordan and the United Arab Emirates have also had involvement - training and arming Iraqi security forces respectively. Muslim-majority nations including Armenia, Azerbaijan, Bosnia and Herzegovina, and Kazakhstan have also deployed troops inside Iraq.

So you see, sir, the war in Iraq has hardly been a solely white, American, Christian endeavour.

It is to be noted to the delegates present that the United States of America and the Islamic Republic of Iran have had no diplomatic ties for several decades. There is no basis for an inclusion of their forces in a coalition of the willing in which we are involved. It is also to be noted that we have no intention of holding diplomatic ties with a nation who's leaders regularly hail our country as being "The Great Satan." We cannot even to begin to trust the Iranian Military being in close proximity to our forces and even further, we doubt their operational effectiveness on the field compared to our own and we'd consider Iranian forces more of a hindrance than a help in our mission in Iraq.

American strategic objectives in Iraq are as follows:

-The rebuilding and re-stabilization of a new, openly democratic Iraq with a military capable of defending it's own territory.
-Bolstering and supporting the creation of a well trained, well armed, and well supplied Iraqi Army and Police apparatus as the Military Occupation Government continues to transfer power to the new and legitimate Iraqi government.
-A total military and political defeat of the radical insurgent forces who plague the Iraqi Nation at this time.

What this means is that there will be a new surge of US Military activity to make short work of the radical insurgent forces while we train the Iraqi military so that they may in time join us in the campaign and then eventually take over.

Following the final completion of these objectives, it is entirely the intention of the United States and the Coalition Forces in league with us to withdraw and gradually hand more responsibility for policing and military action to the Iraqi Government and their Security Apparatus once their sovereignty is in full certainty against the elements who aim to oppose the new, post-Baathist order in the country.

Our aim in Afghanistan is also more or less the same along those lines.

The only differences are our focus on the complete and total defeat of Taliban Forces and the capture and arrest of their higher ranking members so that they may be put on trial for supporting the criminal organization known as Al-Qaeda. It is also our full intention to hunt and capture the still-at-large Osama Bin Laden and to root out and destroy Al-Qaeda wherever they may be found - whether it be Iraq or Afghanistan.

There will be no end to US operations in either of those countries for the foreseeable future. Nor will there be Iranian involvement for as long as we are present there.

Regardless of Iranian Conspiracy Theories and the fact that these wars were started by someone who is now a criminal and fugitive in the eyes of the United States - an immediate withdrawal without ensuring that things are properly in place would be irresponsible and will only fuel a greater hotbed of extremism and political violence. We do not trust Iranian forces to repair the damage caused in the destruction of the previous regimes and their military collapse. We would rather take it upon ourselves and allies that we trust to finish what has been done in a way that reflects well on our country.

In response to Iran having any type of military force in Iraq, Saudi Arabia is vehemently opposed. The government of Iraq is already majority Shi'a, delicately balanced with Sunni members. Now that sectarian violence and insurgency has picked up this delicate balance is at risk. Saudi Arabia will condemn any action taken by Iran to intervene in the government of Iraq. Iran is already believed to be funneling weapons and aid to Shi'a insurgents in the country, thus adding to the instability. An Iranian military presence, would assuredly turn Iraq into an Iranian puppet state.

Saudi Arabia will do what it must to keep this from happening at all costs, and will never support Iranian presence in Iraq, even as trade relations grow between the two governments.

Iran encourages more of the international community to come forward and express their opinion on the USA's actions in Iraq. Many nations were skeptical of the USA's actions and intentions leading up to the invasion. We believe that their opinions should be heard again. We encourage them to vote yes on this resolutions or offer modifications.

If America refuses to come to its senses and end its imperial actions then Iran will let America suffer in its self-imposed quagmire. The new administration has a chance to shed the guilt of the Sears administration by admitting that the war was the mistake of a madman. Instead it is buckling down in its efforts. The American people will be the ones to pay the price in this conflict.

We must ask the general assembly to ponder something for a moment. Should the Allies have let Germany continue to occupy Austria, Czechoslovakia and Poland after Hitler was removed from power? After all Germany claimed it was providing peace, growth, and democracy in those countries. If you don't believe Germany should have been allowed to continue those occupations, then why should the USA continue to occupy Iraq and Afghanistan.

Finally, Iran must leave a warning. If the USA cannot end the slaughter of Iraqi Shias Iran will be forced to take actions to protect its brothers in faith. God Willing it won't come to that.
