In light of deteriorating conditions in the Middle East and the need for neutral third parties to guarantee disengagement, the Republic of Korea offers to send its Rapid Response Fleet including the ROKS Dokdo bearing a complement of the 1st Marine Division, to be placed into the command structure of the UNIFIL peacekeeping mission.

UNIFIL will accept the additional forces from South Korea in the face of an increasingly desperate situation. UNIFIL forces have received orders to once again move south to occupy the area 'ruled' by Hezbollah near the Lebanon-Israel boarder. Additional UN checkpoints will be set up in between towns, and weapon retrieval will once again commence.


As far as possible Iranian belligerence is concerned, my country(Italy), has notified me it intends impose sanctions on Iran until its troops are withdrawn from Syria, as their presence does not help the situation in Lebanon. I have also been told that Belgium,Brazil,Bangladesh,Greece and Germany also intend to impose economic sanctions.

I apologize to the Russian delegate, however I must stress that Iran, or Syria's guilt in the attack on UNIFIL is near certain. They remain the only two capable nations with motive for such an attack on UN forces.

I also wish to state a DMZ on each side of the boarder will displace far too many people, to be an optimal solution. Which is precisely why UNIFIL will be attempting to dis-arm Hezbollah for a second time, and engage any hostile force threatening peacekeepers, or that seek to conduct hostile actions within the vicinity of UNIFIL positions.

HM Government feel that the Russian delegations proposal has some merit, but would request the views of both Israel and the Islamic Republic on whatever they find its contents acceptable. HM Government would also request clarification from the other UN Members and their views on the idea of a Demilitarised Zone on both sides of the border.

In order to protect Japanese and other troops from further aerial attacks, and in agreement with the government of the United Kingdom, F-15J Kai squadrons of the JNDFAF will be deploying to Cyprus in order to provide combat air patrol over UNIFIL forces.

Japan will also accede to sanctions against Iran if a resolution is passed to this effect, or if UNIFIL forces are confirmed to be attacked.

To the government of the United Kingdom:

The proposal of a DMZ is a solution Israel will not consider. A DMZ will displace considerable portions of the Israeli population. We would consider such an outcome a victory for Hezbollah, as they will have uprooted thousands of Israeli's with minimal effort. When your boarders are under attack, you are entitled to defend yourself as a nation. You do not hand over territory to be turned into a 'no mans land' in hopes that the enemy leaves you alone, a laughable thought considering Hezbollah's goal of the destruction of Israel. As it is, it is clear that Hezbollah would likely just disregard the DMZ anyhow, as they have already made a mockery of UNIFIL forces attempting to dis-arm them. For some reason it seems, Britain is ignoring the real problem, which is Iranian & Syrian support in the form of direct military assistance to Hezbollah.

We woudl remind everyone a DMZ doesn ot preclude people from livign there just not military forces.

HM Government wonders why Mr. Olmert appears under the mistaken impression that this is HM Government's proposal. The original proposal was made by the Honourable representative of the Russian Federation, only to be outright ignored in these hallowed halls. HM Government merely wished to gauge the mood in the chamber for said proposal, as the usage of what the US Government likes to call the "big stick" has so far not availed anyone. If a third way could solve the problem for Lebanon, Israel and their foreign backers then why not give it a shot so to speak?

Of course if the idea is unacceptable to Israel, another way must be found. The First Sea Lord has already dispatched an additional Battlegroup to the Mediterranean in hopes of avoiding conflict, so Britain's commitment to the region should stand clear for all to see. The United Kingdom merely wishes to ensure that if this is to come to blows, all potential avenues for peace have been exhausted.

So Isreal now gets to dictate the manner of which things are solved? last we checked this isint what they claimed. So does isreal want peace or jsut an excuse to bomb Lebanon?

In response to the Russian Federation: the current resolution already, in effect, provides for a demilitarised zone between the Israeli forces and Hezbollah. No forces but UNIFIL and the Lebanese government are permitted to exist between the Litani River and the Blue Line.

We would like to remind the Israeli delegation that any unilateral intervention into Lebanon by any party, including Israel, is a violation of the terms of this Resolution, and would require UNSC enforcement to ensure the terms of the resolution were adhered to. Note the following clauses in particular:
  • No foreign forces of any kind may enter Lebanon without the consent of its government, and deployments within Lebanon will be made only at the request of the Lebanese government.
  • The Security Council affirms its support and respect for the territorial integrity, sovereignty and political independence of Lebanon within its internationally recognized borders. The Blue Line will be respected by all parties and the Security Council affirms its recognition of and respect for this position.
What we are seeing from Iran and Syria is an effort to provoke a war and increase the general chaos of the region, and rising to the bait with rash and illegal actions against Lebanon is playing precisely into the hands of those who wish to harm peace. It is the position of Japan that non-compliance with the resolution should be dealt with more effectively, and that attacks upon United Nations forces should be dealt with with utmost seriousness and consequence.
