UNSC 1652: The Lebanon War

The PRC, noting UNGA discussions and extra-UN warnings from Lebanon, brings the following resolution before the UNSC.
UNSC Resolution 1652 (2006) on the Lebanon War
  • Recalling former UNSC positions calling for improved control of Lebanese territory by the government and armed forces of Lebanon, as opposed to foreign forces or paramilitary groups;
    Reminding the international community, and local authorities, of UNSC Resolution 1559, and the dangers of inaction;
    Deploring the loss of civilian life in the present clashes between Israel and Hezbollah;
    Noting the danger of escalation with Lebanese and Syrian Army units in the immediate vicinity, and the threat of imminent Lebanese Army involvement in South Lebanon.
Therefore the United Nations Security Council:
  • Urges an immediate ceasefire in the Lebanon between all sides, to be followed by a withdrawal of Israeli troops from Lebanon and the deployment of Lebanese forces in conjunction with the UNIFL;
    Condemns any bombardment of civilian areas or targets, and any actions contrary to the laws of war;
    Calls for the UN to mediate POW exchanges.

Japan has an alternative proposal, though if the Chinese resolution attracts widespread support on the Council and our proposal does not, we would be in favour of it. While we consider this resolution well-intentioned, it does not provide for any long-term solution to prevent such an incident happening again due to provocations and tensions. We propose the following terms:
  • There is to be an immediate ceasefire, followed by a full cessation of hostilities.
  • We call upon the Government of Lebanon and UNIFIL to deploy their forces together throughout the South in order to replace the Israeli military presence.
  • Israel will withdraw all of its forces from Lebanon in parallel with Lebanese and UNIFIL soldiers deploying throughout the South.
  • UNIFIL shall, in addition to carrying out its mandate under resolutions 425 and 426, accompany and support the Lebanese armed forces as they deploy throughout the South, including along the Blue Line, and coordinate its activities with the Government of Lebanon and the Government of Israel.
  • The Security Council affirms its opinion on the vital importance of full control of Lebanon by the government of Lebanon.
  • We call for immmediate disarmament of all armed groups in Lebanon not under the legitimate authority, authorisation and control of the Lebanese government.
  • No armed forces of any kind other than UNIFIL and the Lebanese government will be permitted to remain south of the Litani River.
  • No foreign forces of any kind may enter Lebanon without the consent of its government, and deployments within Lebanon will be made only at the request of the Lebanese government.
  • The Security Council affirms its support and respect for the territorial integrity, sovereignty and political independence of Lebanon within its internationally recognized borders. The Blue Line will be respected by all parties and the Security Council affirms its recognition of and respect for this position.
  • Israel will provide to the United Nations all maps and information in their possession concerning land mines and unexploded ordnance remaining in Lebanon.
  • The Security Council calls upon the involved parties to address urgently the unconditional release of the abducted Israeli soldiers, that has given rise to the current crisis, through independent mediation and arbitration if necessary, and in conjunction with other prisoner of war exchanges under the laws and customs of war.
We also, for our own part, re-affirm our willingness to immediately support the UNIFIL mission with additional manpower and deployments, if necessary, and Japan's commitment to securing a lasting peace in the region through our planned Valley of Peace initiative.

The United States while believing the actions of Israel are an overreach and that the Israeli Government could have perhaps done more to work with the Lebanese Government - we will abstain from this resolution.

Looking over China's proposed resolution, while believed to be made with good intentions, does not prevent something like this from happening again. Hezbollah needs to be disarmed if Israel is to be satisfied that it's nations safety is assured. Greece asks China to look over Japan's additions, and to re-affirm its vote for these additions, as Greece is certain most non-permanent UNSC members will be voting for the altered resolution that helps prevent a repeat of the Lebanon War in the future.

The Russian Federation Abstains as it still is not convinced of either resoultion but does not feel vetoing them is productive.

Given the refusal to abide by the terms of the resolution shown by Hezbollah, in both refusing to disarm and refusing to withdraw north of the Litani River, we call upon the Security Council to instruct UNIFIL, in co-operation with Lebanese government forces, to enforce UNSCR 1652 if Hezbollah will not withdraw and disarm, under the existing mandate of the aforementioned resolution.

In line with UNSCR 1652, UNIFIL forces will enter territories which are held by Hezbollah, and dis-arm their militants. It is the hope that doing so will prevent further conflict in the region, and reduce the risk of a regional war between Israel, Syria, and Lebanon.

The Islamic Republic of Iran heavily cautions against such hasty actions. Lebanon has a delicate internal political situation. Any hasty actions could upset the political balance of the country and lead it spiraling back into a situation of ethnic and religious warfare. We ask that UNFIL give Hezbollah the time needed to reach these goals.

Hezbollahs actions are already promoting ethnic and religious warfare - their attacks upon the state of Israel and its people have already caused hundreds of deaths.

If they and you both truly wish for peace and stability within Lebanon, surely they should abide by the resolution intended to do just that in the south, just as Israel has done?

Japan is of the opinion that Hezbollah has had several months in which to withdraw and disarm as mandated by the Security Council resolution, and that any lack of these actions is not due to needing more time, but merely due to the clear refusal that they have given to abide by the terms that they originally agreed to. We will increase the Japanese forces deployed as necessary to UNIFIL in order to meet this higher level of commitment.

(Seeing as Iran doesn't have an embassy ((that I could see!)) I'll just post here)

Israel demands an Iranian explanation for their illegal attack on peacekeeping forces. You expect our people to reach an equitable and longstanding peace in the region when Iranian arms are flooding to terrorist groups which are causing havoc? Nonsense!

If Iran does not put forth an explanation and indeed an outright apology, Israel can only assume that such support - and indeed attacks on UN forces - will continue, and so we would be forced to begin taking more drastic measures to ensure the safety of our nation.

We will not stand idly and watch as Iran turns the levant into a bloodbath thanks to supporting tyrannical regimes and lunatic terrorist groups.
