The Russian Federation while perhaps understanding the concerns of China wish to look at possibly ways to alleviate their worries while helping Japan become a full participant in the world again. We believe japan has learned it's lessons and has matured greatly and is being foolishly held back by old treaties from a war that no longer is relevant to it's current government.

STATE GOVERNMENT OF ARUNACHAL PRADESH
RE: Request to Asian Development Bank concerning development project

Esteemed members of the Asian Development Bank,

Having worked closely with the Government of India on a number of issues pertaining to development projects in the Indian countryside, and secured partial funding through the federal system, the State Government of Arunachal Pradesh is seeking a soft financing agreement from the Asian Development Bank in order to sufficiently provide for the remaining costs of the project.

The enterprise in question is a flood and river erosion management project, designed to provide security for homes and livelihoods, as well as environmental protection. As the ADB is no doubt aware, the state is situated in such a position that a number of its rivers form part of the headwaters of the Brahmaputra River - one of the largest in Asia - which later forms part of the Ganges Delta. As such, proper management of these important waterways is vital in order to protect both human and animal life in many countries and locales, as well as having overarching concerns for the preservation of the environment.

The State Government would seek no more than [200 credits] in financing for this endeavour, and may well be able to accept a lesser amount - as further subsidy from the federal level may become available. We are eager to discuss prospects for this project, including any conditions the ADB would require from the state, and repayment arrangements.

We hope fruitful discussion and successful development will emerge from this.

Your proposals will be placed under consideration of the Board of Directors, but as you will be aware, such major decisions take time and extensive studies of feasibility.

Due to the current political situation on the island, and to disprove accusations of our involvement or influence in the politics of the island, the State of Japan will be ending all government funding for the Interchange Association in Taiwan, China, and stepping back from all involvement until further notice, in order to allow a re-evaluation of our bilateral ties under a new framework, and reiterate the Japanese government's position "that we do not take a policy of two Chinas or one China and one Taiwan." We also re-iterate our position of friendship and peace, and that this is not a protest, but the action of a concerned friend seeking to ensure stability and the free and fair conduct of elections.
