HM Government understands Warsaw's concerns, and indeed in many respects shares them. Even though the UK is not powered by majorly Russian gas or oil, we can fully understand the concerns of those that are when faced with earlier Russian blustering over cutting said sources of heat and power off. HM Government also is determined to continue Mr. Blair's earlier policy of working the North Sea oil and gas into its own, and by extension the European economy.
That said, HM Government does not believe that cutting off Russian gas and oil in the near future is even remotely realistic, nor in policy terms desirable. Large segments of the Russian economy are based on these resources, and ceasing their purchase is a sure way to cause potential damage to the Russian economy which could destabilise the country. This is not now, nor will it ever be desirable, especially as the North sea resources are not quite as vast as those in Russia.
The deal proposed by the Russian government would give the EU a say in Russian gas companies, a say which could be used to ensure there will be no 'economic warfare' in the future. This in turn would lead to a stabilisation of relations with Russia which decreases the risk of conflict, and may in the future tie Russias interests into those of the EU more comprehensively.
