Zambian-Tanzanian Treaty of Friendship and Cooperation

TREATY OF FRIENDSHIP AND COOPERATION BETWEEN THE REPUBLIC OF ZAMBIA AND UNITED REPUBLIC OF TANZANIA

(Arusha, United Republic of Tanzania, January 1968)
THE government of the Republic of Zambia and the government of the United Republic of Tanzania,

Desirous of further cooperation between all post-colonial nations, particularly as pertains to our shared borders, similar history, and love for our nations and peoples,
Determined to bring about the prosperity of our nations, the African people, and the developing world in a manner free from interference from foreign powers
Devoted to these ideals and unwavering friendship and alliance in the face of a changing world, for the benefit of not only our countries, but for all peace-loving nations who share an interest in progress and social justice,
And acting upon the principles set forth by the Fathers of Our Nations in the Arusha Declaration and Humanism in Zambia,
Have decided to conclude the following treaty, setting forth as plenipotentiaries Kenneth Kaunda, President of Zambia and Abeid Karume, First Vice President of Tanzania and President of the Zanzibar Revolutionary Government, agreeing as follows:

I: Both parties declare the struggle of all peoples of African descent or birth to be of one African Nation, regardless of tribal, ethnic, or national ties, and state their intent to fight for the prosperity of Africans everywhere by sponsoring programs of unity over ethnic conflict, racial strife, and war; through the principles of cooperative economics in the traditional manner over capitalism and communism; through independence and Pan-Africanism over alignment in global power struggles; through a general policy of equality and institutionalized democracy over discrimination.

II: Both parties affirm their commitment to the organization of 'Frontline States', and pledge to work jointly in defending the rights of black Africans and coloureds from the apartheid state of South Africa.

III: Both parties pledge themselves wholeheartedly to the mutual defense of another in the case of foreign aggression, and undertake to assist each other with all means at their disposal in the case of defensive war, and in such an occurrence, agree not to enter separate peace talks without mutual consent.

IV: Tanzania pledges to advocate on behalf of the Republic of Zambia within the East African Community, and shall sponsor its membership within said organization beginning at the time of signing.

V: Regardless of Zambia's status within the East African Community, both parties agree to a customs union, a general freedom of movement, and a freedom of labor and capital in all areas outside of state-owned land.

VI: Zambia pledges to undertake, with Tanzanian assistance, the construction of a Tanzania Zambia Mafuta Pipeline ('Tazama Pipeline') from the the Indeni refinery in Ndola, Zambia, to the TIPER refinery in Dar-es-Salaam, Tanzania, to the Single Point Mooring terminal at the outer anchorage of in Dar-es-Salaam.
VIa: It is agreed that the pipeline will be owned by Tazama Pipeline Limited, a joint company with 66.7% of the shares belonging to Zambia and the rest to Tanzania.

VII: Both parties affirm their previous agreement on the creation of the equally-owned Tanzania-Zambia Railway Authority, and shall undertake the construction of a railroad ('TAZARA Railway') linking the port of Dar-es-Salaam, Tanzania, with the town of Kapiri Mposhi, in the Central Province of Zambia.

VIII: Tanzania pledges to support the training of an officer corps of true and loyal Africans for the Zambian Defence Force, with training to be undertaken at the new Ngwale East African Military Academy, in the Ng'ambo region of Zanzibar City.

The Treaty comes into force immediately upon its ratification and shall remain in force for forty years, unless by mutual agreement, or if one party gives one-year notice to renegotiate the agreement with approval from its legislature.

Done in Arusha, Tanzania, in the month of January in the Christian year of 1968, in two copies, in the English and Swahili languages, both texts being equally authoritative.

It is a great day for our people, when nations once scarred by colonialism and strife can rise as brothers. Whether we speak of ujamaa or humanism, in English, Bemba, or Swahili, we speak with one voice when we say that ours is but the first step of a long journey towards a free, united Africa.
