Each skill has 3 ranks in addition to the base level. To compare with the game, having a skill listed on your character sheet counts as a skill level of 25. One rank would be 50, two 75, three 100.

Combat Skills
Guns - Conventional firearms are the most numerous weapons in the wasteland, and ammunition is cheap, plentiful and relatively easy to manufacture.
Energy Weapons - Energy weapons are extremely powerful, but are also rare, hard to maintain, and use ammunition that may be better suited to providing electricity. Given the possibility of completely disintegrating their target, energy weapons also make for poor hunting and looting.
Melee/Unarmed - Likely to save your ass in a bar fight, but don't count on being able to tank insane amounts of gunfire out in the wasteland.
Explosives - I mean, if you really want to do an explosives playthrough, I won't stop you.

Looting Skills
Science - Skill with computers and complex electronics. Characters with high Science are better able to hack Pre-War and refurbished computer systems, maintain energy weapons, and, due to their understanding of chemistry, make for better cooks.
Sneak/Lockpick - High stealth characters will more likely gain initiative in combat, and have a higher chance of getting into restricted areas. Plus, you can steal shit.

Value-Added Skills
Speech/Barter - Characters with silver tongues will find they also have silver pockets. Silver in their pockets. Whatever.
Repair - Skill with mechanical systems and simple electronics. Characters with high repair will be able to keep their weapons and armor in better condition. This also applies to looted weapons and armor for sale. Characters with high repair will also be able to strip weapons and armors for parts, as well as jury-rigging scrap into useful parts, as well as be able to identify high-value Old World detritus from worthless scrap metal.
Medicine - Use this to stop people from dying. Characters with high medicine will also be able to synthesize medicines and chems with the proper ingredients.
Survival - Use this to slow down the rate people, mostly you, die. Characters with high survival are better foragers and can make better Wasteland Remedies. They will also be better at maintaining weapons in terrible conditions.

Background: The brahmin barons of the NCR are as renowned for being heavy-handed as they are influential. The Tanaka family of Irvine, a small settlement east of Angel's Boneyard rebuilt from the local ruins were no different. They were, however, relatively charitable as far as their oft-maligned class goes, and if the occasional NCR senator had to be bribed to leave the community alone, at least the locals were fed and protected from the gangs that sometimes poured out from the Boneyard. Charity only goes so far, however, and as Emma -the youngest child of four- grew to adulthood, she found herself ill-suited to the lifestyle of her parents, a situation that became even more obvious when the local townspeople protested the monopolization of the area's power by her family's farms.

As the situation came to a head (and nearly to blows), a traveling member of the Followers of the Apocalypse intervened. So too did Emma, who pleaded with her parents to give in, much to their consternation. Eventually, the two joined forces, and together convinced the Tanakas to invest more of their profits in producing power for the rest of Irvine. So impressed was the Follower at the young girl's energy and charisma that he offered to take her back to the Angel's Boneyard Medical University, where she would eventually receive an education and formally join the idealistic Followers as a doctor, specializing in what remained of the field of psychiatry.

As tensions in the Mojave grew, Emma volunteered to join the Followers at the Old Mormon Fort, hoping to mitigate much of the harm created by the NCR's push west. Things were quiet, for a time, and she was both happy and busy, until a patient in recovery, a former Great Khan by the name of Sal, caught her eye. As the two grew close, questions of ethics arose, and soon Dr. Tanaka found herself under fire both from other Followers and her own conscience. After much deliberation, she left the Followers, purchasing what supplies she could and starting up a career as a traveling doctor and pharmacist, so as to best keep the ideals of her former organization alive. And for a short time, it worked: Emma handled the technical aspects of the business while Sal provided protection, until the massacre of the latter's people at Bitter Springs prompted the couple's spiral into codependency, grief, and eventual separation.

Now, she works largely alone, risking her life and livelihood (quite literally, for Emma is prone to putting doing good over breaking even) to do what good she can, while guilt at her own use of <XYZ> grows and the thought of returning to the Followers seems shameful.

Background: James was born in a rich and noble family but eventually he get tired of those rich man lifestyle and start to do opposite of what a nobleman would do. Eventually, this lead to his family and peers distance themselves to him and he is alone most of the time. Well, he did go steal some artwork in the city for fun and sell it in the black market. While, he is not stealing he will mostly stay at his so called Secret Lab to do some weird chemistry for explosive weopen and create some weird preserved food and medicine. He got all his inspiration in chemistry through drinking, he can only come out with weird ideas once he drunk from alcohol. At least he does not smoke, which make him slightly healthy than an average person, I guess.

Driven from his home and pasture by the arrival of the legion several years ago, Salvador has become a prospector while his young teenage children moved into a town called Nipton. Sensing that chaos could break out in the Movaje Wasteland at any minute, Salvador hopes to strike it rich so he can buy passage to a tamer life in California. Salvador carries his pistols, but hopes he never has to use them on his fellow man again. However, when a Coyote is put in a corner, he is at his most fierce.

Got a 40 hours a week job for minimum wage, so instead of going on vacation, I will spend my time slaving away at minimum wage to save up for university. As such, I will not be able to play in this game :(

Background:
Born twenty-four years ago to a family of Hawaiian-American fishermen in Hawaii, Alice was always expected to pull her weight. When she was born, times were good, and the family earned an honest living reeling in the bounty of the sea in the nets of their old motor trawler, for sale to the people of the harbour of Hilo. Born within a vehicle, surrounded by machines, and with their life dependent entirely on the smooth function of the trawler, it was only natural that Alice picked up some mechanical aptitude. But her ambitions did not lie in fishing, or even in mechanics. Instead, ashore, she sang beautifully, liked to dress as attractively as she could, sought the attention of others she found appealing, and above all she dreamed of going to Hollywood - whatever had become of that place - becoming one of the glamourous Old World movie stars that she saw, flickering on the screen of the old Hilo Palace Theater, the same few pre-War films played over and over again to the harbour-town audience in exchange for their caps. It was an impossible dream, as dreams tend to be, but stuck in her memory nevertheless.

Like all good things, however, Alice's comfortable life at sea and in the city of Hilo had to come to an end. As time went on the situation on Big Island became more and more unstable: the strong, unifying leader of the stable Hilo community passed away, with tribals and raiders beginning to seriously disrupt the previously relatively peaceful life of the settled harbour-town as civilised life began to disintegrate once more. With little other recourse but to flee, and with few other places in which to sell their wares, the Kalawaiʻa family, instead, had to turn to piracy amongst the Hawaiian islands to survive - though Alice would certainly never admit it, and nor did such predatory ways sit well with the Kalawaiʻas - and as much as they tried to target only other pirates and sea-raiders. The risks got higher and higher with their thievery and occasional fighting, the distances they had to travel got greater and greater. Alice was miserable, the stress getting to her, the loss of the life she had loved.

A life permanently at sea couldn't last, particularly as they had to venture further and further east and west. When the inevitable great storm popped up, their boat tossed on the waves to and fro, Alice was swept overboard, with only her life-jacket to save her - and, by sheer luck and chance, she survived the experience, bedraggled and half-drowned, washed up near a settlement on the coast of the New California Republic. A year passed, as she slowly forced herself to stop wondering what had befallen her family. Travelling California, making her living with her persuasiveness, already knowing how to defend herself with a trusty pistol. She learned the ways of the vast mainland, becoming a citizen of the NCR and discovering, to her disappointment, that Hollywood, even what remained of it, was very decisively no more. She ended up in New Reno, working as a waitress and showgirl, and taking up smoking, at first, simply because she thought it was sexy - as well as turning down the 'offers' of the proprietors of the Golden Globes as beneath her - but deep in her heart, she knew that the fame she sought, the chance to make the life she desired, would not avail her in the Republic.

Finally, her escape option arrived when a Mojave Express courier, bound for glittering New Vegas, was taken ill in one of the casinos. Spotting her opportunity to leave, she sweet-talked her way into obtaining his delivery package, promising to deliver it on his behalf in exchange for his stash of caps for the journey. While she has no desire to hurt anyone - and dreams of making people across the world smile, even if it is only in admiration of her - the unofficial position of courier is only a means to an end, to her, to be discarded as soon as she has done what she has promised and reached New Vegas. Thereafter, she intends to seek the fortune her heart so desires, there, amidst the glittering monuments to the prosperity and wealth of the Old World.

with a new outlook on life, not whishing to go back to his old ways. but sadly old habits die
hard and he found himself right back where he was making drugs and other shit

It'd be better to flesh out your character more before we move forward here. I'd also prefer to reduce the number of parties roaming around to reduce GM workload, so if you can also talk to some of the others and see if you could write your character in a way that can fit into their parties, that'd also be helpful.
