[CHAMBER]Status of armed groups affiliated with Political Parties

We'd like to open a discussion on the matter of the armed wings of certain political parties, and would specifically invite comments from the ANL, the Communist Party of Brazil, and the AIB, all of which posses armed wings. The CPB and AIB in particular have utilized these groups to commit what can only be considered unlawful acts.

So, we would like this body to officially either enshrine the legitimacy of these groups within law, so that my fair party may also establish such a wing, to better match up against parties which could utilize force, or to officially enshrine the illegitimacy of these groups within law, so that the sanctity of our fragile democracy may yet be preserved and we avoid slipping into anarchy.

The Federal Union Party is also concerned by this, though we can understand why some may wish to maintain such armed groups under their employ. But it is our belief that with bandits and other criminals threatening the stability of Brazil, the presence of such groups merely serves as a destabilizing factor in our nation that predisposes groups to engage in violence to solve their disputes. As a result it is our belief that the best course of action is to seek a disarmament policy for all those involved.

We have not committed any illegal acts, and will retain our right to bear arms for self-defence purposes. The police are not our protectors, and the recent bloody Fascist attack shows that we cannot rely on them to defend us.

Our armed wing exists only as a safeguard against Communist destabilization. We cannot allow the Marxists to repeat the atrocities in Russia here in Brazil and our actions have been for this reason alone.

It is very simple - if this body cannot agree to outlaw such wings, then we must either legalise them entirely or otherwise address them in some way.

The selfishness of certain parties knows no bounds, and we are gravely disappointed by democratic parties arguing that an armed wing is necessary - whilst also participating in the democratic process.

A very correct statement - but pray tell, sir, who regulates these militias? The government? I see no government regulation over these militias. The people? In a sense, yes, but practically, no.

The parties regulate these militias. And one of the key goals of any party in this body is to achieve electoral victory and pass legislation it desires to pass. We've already seen arguments in this body regarding certain pieces of legislation.

We've already seen militias acting out of line - your party itself has experienced it personally, and your party has also taken part in these acts. Is this "well regulated"? Shall we make common the attacking of party buildings from these "well regulated" militias?

Where does it end? First it is party buildings and local administrations, and next it's party members and state administrations.

My party merely seeks clarification as to the stance of the other parties on this issue - for we ourselves lack an armed wing, seeing it as detrimental our democratic integrity. Yet how can we hold this opinion any longer when militias are already engaging in frightful activities against other parties? When will our own party be next? What of the smaller parties, whom no doubt lack both the funds and manpower to create their own "well regulated" militias?

I would invite comments from the ANL, and depending on their comments, I shall be drafting an official bill to either legalise these wings or make them illegal.

We challenge the representative to specifically and plainly state what misdeeds armed supporters of the PCB have supposedly commited, rather than continue these vague insinuations. You opened this matter with a request for a discussion, not an inquisition or a bully pulpit

Occupying a town - even with it's special status - is something we would classify as a misdeed. We opened this matter in response to the actions of both the aforementioned group, and those affiliated with the AIB.

No illegal action took place in Fordlandia, as we have repeatedly clarified. You also misidentify the communist phraseology that is the word "militant", a common misconception. Comrade Bezerra was only there as a private bodyguard for Comrade Harry Haywood from the USA, who was inspecting the legal strike action.

In defense of our colleague, it is hard to garner whether one is voicing their support when there is only a quote to go off of.

Regardless, as we have stated, we continue to support this measure and it's equal application to all political parties currently represented within the legislature. We will not provide special exception for the integralists as that would pose as much of a risk to our democracy as would an armed leftist paramilitary force acting under the aegis of a political party.

At this point it seems as though there is a majority in favor of regulation. As such we believe that it would be best to begin discussing how a disarmament process may be implemented, as well as measures to ensure the concerns of the Communist Party are met so as to prevent some groups escaping the law and using it to their advantage.

The Social Democratic Party is not without its concerns of the armed political groups and has been preparing a proposal, which shall be introduced to the Congress for debate when it has been finalized, that can also address the concerns over similar labor organizations.

We would seek to work with the President to draft such legislation to make sure that the safety and security of Brasil is maintained without unduly compromising the constitutional rights of Brasilian citizens to their free and healthy political expression.
