It was a joint declaration, made the Directors of the Ford Motor Company in Brazil and the state government of Mr Eurico Vale (PUF), that in resume, stated that whilst all concessions had been made to the local workers, Communist occupation still resumed over the town. The declaration called for the dissolution of the Quilombo and the withdrawal of all Communist Party militants, in return, the concessions given to the workers would remain. Gentlemen, no one appreciates the effort that you have put in than I. Where there is injustice we must be prepared to struggle to right a situation that exploits those who have worked and struggled to get by with the sweat from their brow and the blood from their bones. You have seen a situation needing redress, and you acted. Through your action you were able to achieve success, to implement the reforms that you believed were needed and to make your lives better. That is a noble accomplishment, one to be honored.

But now you have stepped too far, and become blinded by your success. You got what you were trying to earn, but in turn those who believed you were dealing in good faith have found themselves with nothing to show for it. Those who were supposed to represent you took what they wanted and left the Ford Company out in the cold, a move that does little to show the good nature of the Brazilian people. If you continue to refuse to honor the deal that was made when you received your concessions, then there is no guarantee that you will keep them should the passage of time result in a less amicable resolution of this situation than you might prefer.

I urge you now. Remove the radical militants in your midst who would mislead you with lies and visions of a world that cannot be. Return to work and restore control to the Ford Company as you promised that you would do. The Brazilian government will do its' utmost to ensure the concessions you were given are kept. We can make no such guarantee if you refuse.

Fact-Finding Mission to Pará Bill

Whereas Mr. Eurico Vale of the PUF and the Ford Motor Company has alleged that the "Quilombo dos Fordlândia", the General Confederation of Labour and the Communist Party of Brazil have acted illegally and possibly violently, breaking a prior labour agreement, and also has raised the possibility of "extreme", likely military, action to put down the trade union of Fordlândia,

Whereas the Most Excellent Mr. President of the Republic has issued an official communique condemning the workers of Fordlândia, and echoing the sentiments of Mr. Eurico Vale and the Ford Motor Company,

Whereas members of the "Quilombo dos Fordlândia", the General Confederation of Labour and the Communist Party of Brazil have presented information regarding the situation in Fordlândia which contradicts the viewpoints of Mr. Eurico Vale and the Most Excellent Mr. President of the Republic, regarding the legality of the Quilombo's activities and the state of rubber production at the Ford Motor Company's properties,

  • Section 1. Each political party represented in the 34th Congress of the Republic of the United States of Brazil with the exception of the Communist Party of Brazil and the Federal Union Party (to ensure impartiality) shall appoint a representative from its congressional ranks to a temporary committee, which shall launch an immediate fact-finding mission to the Town of Fordlândia in the State of Pará.
  • Section 2. The findings of this mission shall be presented by the committee to the National Congress of Brazil, which shall evaluate the possible necessity of further political and legal action.
  • Section 3. This bill shall go into effect immediately after passage.

The Federal Union Party is opposed to this bill. The State government has asked for federal support in dealing with this situation, and we refuse to believe that they have blatantly lied over a situation that was otherwise handled. We should not undercut His Excellency by limiting the options that he has available to deal with this situation because of legislative anti-government political agendas

As with the other fact-finding bill, we support this initiative: There is more to be gained from this investigation than lost, which would only be a small sum of our time, while the lives and freedom of many rural and possibly exploited Brazilians are at stake. As a lawful government, we owe it to our citizens that we make sure our agents and their fellows treat them fairly and are not coercing them, so that they may carry on with their livelihoods--especially in this economically depressed time, when many jobs are needed.

We oppose this bill, and maintain still that this is a blatant occupation of territory. Militants still yet remain in the commune, and we will regard it as an occupation until these militants are removed. Anything other than a complete withdrawal represents a concerted effort to challenge the authority of the Brazillian government, despite the generous offer made by the President in recognising the concessions forced at gunpoint.

We support this bill, and note without much surprise but still disappointment that the liberals, so quick to dismiss the torture and murder of activists as having beem 'provoked' by the victims and willing to let their democracy-subverting killers go unopposed in the name of apathy, are also willing to paint hardworking Brazilians as villains in the supposed interest of the Brazilian government's authority when American businessmen cry wolf.

We believe the Liberals and the President's men have made this a clear cut issue- do the representatives of the Brazilian people prefer to understand the reality of the situation, or take slavedrivers at their word and kill Brazilians standing up for themselves and the dignity of their country against the greed, ignorance, and cruelty of foreign businessmen and corrupt local politicians who have made no effort to actually listen to the workers at any point. It is already clear that President and supposed progressives are thirsty for blood. We see little reason not to make clear to the people of Brazil the brutality of their current leaders.

The Federal Union Party would find ourselves more sympathetic if it were not plain that the people the BLOC are decrying have made efforts to listen, and agreed to the initial demands of the Quilombo in Fordlandia. And in turn they found that those who had initially organized the strike refused to honor their side of the bargain, and instead continued radicalizing the population.

If honoring the request of the state government somehow makes us bloodthirsty killers then so be it, but we see no reason not to trust the information that the state government has presented, and to allow the President to act upon it appropriately.

What harm comes from allowing this Congress and the people of Brazil the whole scope of the truth, unobscured by propaganda or self-interest? What does it cost the people to investigate the Quilombo in Fordlandia, still producing rubber for its absent foreign managers and owners, rather than going in guns blazing, halting production and ending lives?

Is that cost more or less than the contributions of interests which line your pockets, representative?
