An Open Invitation to the Free Nations of the World
In the Name of God, the Most Gracious, the Most Merciful,

Brothers of the international community, salâmo alaykom. As the holy month of Muharram approaches, and with it the marking of another year since the Prophet (pbuh) led the first Muslims on the Hijra, it is with great dismay that I must remark on what has become abundantly obvious to all. It has been forty years since the foundation of the Arab League and the wave of decolonization that ostensibly was to mark the end of imperialism, thirty-four since the Non-Aligned Movement declared to the peoples of the world that they need not bend to Communist materialism or the decadence of the West, and nearly seven since the fasiq Mohammad Reza Shah was forced from his palace by a nation that would prefer martyrdom to slavery.

Important anniversaries all -and a sign that God is ever great, for those who strive against an oppressor is rewarded in Paradise regardless over temporal power- but ones that beg the question, What has it all been for?

I seek forgiveness from God for the asking, brothers, but ours is a religion as much of reason as it is of submission to God's will, and the barest examination of the facts reveals the truth. Even the rest of Islamic world is not free from this poison; the tendrils of sin tighten their grip upon the hearts of good Muslims with every report of sectarian violence, every whisper of takfir condemns not one soul, but two, and the materialist cultures of the superpowers slither their way towards the corruption of the faithful.

Look to Lebanon, if my meaning is not understood. Faith and heritage have been twisted from virtues to vices by a French whims and Zionist perversions of the Jewish covenant, and only the alliance of the Syrian Arab Army with the true Lebanese people keeps the nation from descending into outright tribalism. Agreement upon agreement has been broken by the Little Satan of Zionism, and while the Palestinian fedayeen hold fast in their jihad from the river to the sea, the Arab League is a dwindling candle compared to the righteous fire that once burned fiercely along the banks of the Jordan. Look to the holdings of the House of Saud, built by refugees whose fathers tended pastures in al-Jawlan and worked the bazaars of al-Quds, now forced to eke out a living under a king whose god is the American dollar. The story repeats itself a world over, day by day and year by year: once, we Iranians were brothers in faith with our Iraqi neighbors, fishing the same rivers and visiting the same shrines, but now the madman in Baghdad shares more with the trained killers of Central America, the diamond-hunters of Africa, and the prison guards of Siberia, together resembling nothing so much as a cannibalistic pack of hyenas laughing at the smell of fresh carrion.

If we are not to be carrion, then, we must choose to act, to move against the inertia of a faltering global revolution. Jihad is the way of life for those who desire freedom from the two-power system that threatens unspeakable physical and spiritual violence if its ravenous appetite is not sated. Cited Ibn Nuhaas: A man asked the Messenger of Allah (pbuh), “What is the best jihad?” The Prophet said, “The word of Justice in front of the oppressive Sultan.” Would a word to the Sultans of the present day, the nuclear-armed idolators of Moscow-Washington line who could destroy God's most wondrous creation with a push of a button, not be the greatest jihad of them all? I could not say, brothers, but I declare it an excellent place to start.

Accordingly, I call upon the gracious representatives of Syria and Libya, Arab nations who have rejected the decadent capitulationism of the present Arab League, to host with me a summit in Qom, where we will draft a statement of solidarity rejecting Zionism, sectarianism, and the imperialist materialism of international capital and Soviet orthodoxy. Likewise invited to join the drafting are our friends in Somalia, a state whose pursuit of an independent and Islamic brand of socialist development has left them in a position where they might only rely on themselves and God, and the revolutionary government of Burkina Faso, a majority Muslim country serving presently as the vanguard for development in the Global South.

Other nations wishing to become a signatory of such a declaration belonging to either the Arab League or the Organization of the Islamic Conference are likewise invited, and I embrace each and every leader of the international community with the bravery to do so. I also wish to formally invite my brothers in Pakistan, as friends of all Muslims and a natural mediator, to observe the proceedings; likewise with our ally and inspiration Taewonso Kim Il-sung, whose political thought is a boon to all those who seek independence. Final invitations include: representatives of the People's Republic of China, a pioneer of the resistance to American neo-colonialism and Soviet hegemony; Comandante Fidel Castro, perhaps the de facto leader of the Latin American struggle; Yugoslavia in honor of its historic role as a leader of the Non-Aligned Movement; and indeed, any nation who desires to express solidarity with our summit as well as any marja, mufti, or other religious leader wishing to declare their support for the end of sectarianism.

The Islamic Republic fraternally greets the victory of the Revolution in Bahrain, where the long and tyrannical rule of the Al Khalifas has been thrown off by the Bahraini people. We extend to them full diplomatic privileges, and offer them the service of the Islamic Republic of Iran Navy in securing routes for the delivery of aid to build their own Islamic Republic in the wake of the believer's triumph. Furthermore, we call upon our Qatari friends to expel representatives of the old, reactionary government with due haste, to preserve the tripartite friendship and ties of our nations.

Secondly, we also wish to extend our congratulations to Bolivia for their own victory over American imperialism, and hereby establish full relations and recognition with the People's Republic of Kampuchea.

The Soviet-Iranian Treaty of Peace, Friendship and Non-Intervention

Desirous of consolidating relations of sincere friendship between them,
Believing that the further development of friendship and cooperation meets the basic national interests of lasting peace,
Determined to promote the consolidation of universal peace and security and to make steadfast efforts for the relaxation of international tensions and the final eliminations of the remnants of colonialism,
Upholding their firm faith in the principles of peaceful coexistence and co-operation between States with different political and social Systems,
Convinced that in the world today international problems can only be solved by co-operation and not by conflict,
The Islamic Republic of Iran on the one side, and the Union of Soviet Socialist Republics on the other side,
Have decided to conclude the present treaty.
(ARTICLE I)
The High Contracting Parties solemnly declare that enduring peace and friendship shall prevail between the two countries and their peoples. Each party shall respect the independence, sovereignty and territorial integrity of the other party and refrain from interfering in the other's internal affairs. The High Contracting Parties shall continue to develop and consolidate the relations of sincere friendship and good neighbourliness existing between them on the basis of the aforesaid principles as well as those of equality and mutual benefit.
(ARTICLE II)
Guided by the desire to contribute in every possible way to ensure enduring peace and security of their people, the High Contracting Parties declare their determination to continue their efforts to preserve and to strengthen peace in Asia and throughout the world, to halt the arms race and to achieve general and complete disarmament, including both nuclear and conventional, under effective international control.
(ARTICLE III)
Guided by their loyalty to the lofty ideal of equality of all peoples and nations, irrespective of race or creed, the High Contracting Parties condemn colonialism and racism in all forms and manifestations, and reaffirm their determination to strive for their final and complete elimination.
(ARTICLE IV)
The Islamic Republic of Iran respects the peace-loving policy of the Union of Soviet Socialist Republics aimed at strengthening friendship and co-operation with all nations. The Soviet Union respects Iran's policy of non-alignment and reaffirms that this policy constitutes an important factor in the maintenance of universal peace and international security and in the lessening of tensions in the world. The Islamic Republic of Iran respects and supports the move towards greater religious freedom in the Soviet Union, and pledges their support in the enacting of such policies. The Soviet Union likewise commends the Iranian move towards affording greater political freedom, and pledges their support in the enacting of such policies.
(ARTICLE V)
Deeply interested in ensuring universal peace and security, the High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both the States by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the two Governments, and through diplomatic channels.
(ARTICLE VI)
Attaching great importance to economic development and the increase of cultural and trade ties between their two nations, the High Contracting Parties pledge to expand trade, transport and communications between them on the basis of the principles of equality and mutual benefit.
(ARTICLE VII)
In accordance with the friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party. Each High Contracting Party undertakes to abstain from any aggression against the other Party and to prevent the use of its territory for the commission of any act which might inflict military damage on the other High Contracting Party.
(ARTICLE VIII)
Each High Contracting Party undertakes to abstain from providing any assistance to any third country that engages in armed conflict with the other Party. In the event of either being subjected to an attack or a threat thereof, the High Contracting Parties shall immediately enter into mutual consultations in order to remove such threat and to take appropriate effective measures to ensure peace and the security of their countries.
(ARTICLE IX)
Each High Contracting Party solemnly declares that it shall not enter into any obligation, secret or public, with one or more States, which is incompatible with this Treaty. Each High Contracting Party further declares that no obligation be entered into, between itself and any other State or States, which might cause military damage to the other Party.
(ARTICLE X)
This Treaty is concluded for the duration of twenty years and will be automatically extended for each successive period of five years unless either High Contracting Party declares its desire to terminate it by giving notice to the other High Contracting Party twelve months prior to the expiration of the Treaty. The Treaty will be subject to ratification and will come into force on the date of the exchange of Instruments of Ratification which will take place in Tehran within one month of the signing of this Treaty.
(ARTICLE XI)
Any difference of interpretation of any Article or Articles of this Treaty which may arise between the High Contracting Parties will be settled bilaterally by peaceful means in a spirit of mutual respect and understanding.
The following Plenipotentiaries have signed the present Treaty in Russian and Persian, all text being equally authentic and have affixed thereto their seals.

Though we have held, and still do, many differences with our neighbors to the north, our condemnations and their concerns must now be resolved from dialogue, not the mutual warmongering of days past. From the Great Game to the time of the wicked Pahlavis, an animosity has existed between Moscow, Tehran, and our peoples. This is the first step, and God willing, it will not be the last.

Islamic Republic of Iran

The Islamic Republic of Iran officially joins our brother states in the Islamic world and elsewhere and recognizes the State of Palestine as the sole legitimate government of Palestine, from the river to the sea. We congratulate all the fidai'yin of the movement to free the land from the Zionist occupiers on such a historic victory, and pray that their struggle only ends when the last settler returns from whence they came.

We meanwhile implore the Islamic Republic of Pakistan, a nation with whom we have enjoyed a long and fruitful relationship, to reconsider their military presence in the takfiri Kingdom of Saudi Arabia. For a country as committed to the Islamic values of progress and unity as Pakistan to be supporting a rogue agent of Western imperialism, who acts aggressively against Muslim countries such as Iran and Bahrain and supports American meddling in the energy sector while doing little for the people of Palestine and Lebanon, is unseemly at best and an insult to Muslims everywhere. We expect that Pakistan, with its large, loyal Shi'a population, will seek to address these clear mistakes against those who oppress our siblings and children in ash-Sharqiyyah and Najran.

On behalf of the Leader, the brave Iranian people, and the righteous Muslims of the world, I am pleased to announce that the long era of conflict between Iran and Iraq is now not only at an end, but a distant memory of the past with the conclusion of a new treaty between our nations. May the misery inflicted on our people by pernicious imperialism, the decadent Shah, and the cur Hussein be relegated to the dusty heap of history: we stand with the Iraqi people against all foes.

The Iran-Iraq Treaty of Friendship and Reconciliation

In the name of God, the Most Gracious, the Most Merciful,

Desirous of expanding and consolidating the existing relations of sincere friendship between them,
Further desirous of an end to any detriments to the above friendship caused by the warmongering and aggression of the previous Saddamist regime,
Determined to promote the unity of nations within the Islamic and Middle worlds as a whole, and that the international anti-Zionist struggle requires firm alliances,
Upholding their firm faith in the principles of peaceful coexistence and co-operation between States opposed to imperialism both Eastern and Western,
Convinced that in the world today international problems can only be solved by co-operation born of friendship and solidarity between anti-imperialist nations,
Reaffirming their determination to abide by the purposes and principles of the United Nations Charter,
The Islamic Republic of Iran on the one side, and the Republic of Iraq on the other side,
Have decided to conclude the present treaty, for which purposes the following plenipotentiaries have been appointed:
On behalf of the Islamic Republic of Iran: Ali Akbar Velayati, Minister of Foreign Affairs.
On behalf of the Republic of Iraq: Sa'dun Hammadi, Minister of Foreign Affairs.
Who, having each presented their credentials, which are found to be in proper form and due order, have agreed as follows:

The High Contracting Parties solemnly declare that enduring peace and friendship shall prevail between the two countries and their peoples, declaring themselves brothers-in-arms in the anti-imperialist struggle, and uphold previous treaty agreements disavowing interference with the sovereignty or the territorial integrity of the two others.

Guided by the desire to contribute in every possible way to ensure enduring peace and security of their people, those of their brother nations, and the oppressed peoples of the world, the High Contracting Parties declare their determination to resist imperialism in any present and future forms, neocolonialism and their puppet regimes, and extremist perversions of world religions; the High Contracting Parties establish a protocol for an annual forum of ministers of both governments to discuss and coordinate responses to these threats.

Guided by their loyalty to the lofty ideal of equality of all peoples and nations, irrespective of race or creed, the High Contracting Parties condemn the broken ideologies of Zionism and apartheid, and pledge to consult each other on matters of cooperation in aiding the international resistance to these inhumane practices.

The High Contracting Parties shall cooperate with other States to achieve these aims and to support the just aspirations of the peoples in their struggle against imperialism.

The High Contracting Parties, alarmed at the historical conflicts stemming from the imperialist division of the Middle World, and deeply concerned with all citizens within their borders, pledge themselves to the defence of the Kurdish peoples within their borders, their rights, and livelihoods.

Deeply interested in ensuring universal peace and security, the High Contracting Parties will maintain regular contacts with each other on major international problems affecting the interests of both the States by means of meetings, and exchanges of views between their leading statesmen, visits by official delegations and special envoys of the two Governments, and through diplomatic channels.

Attaching great importance to economic co-operation between them, the High Contracting Parties will continue to expand trade, transport and communications between them on the basis of the principles of equality, mutual benefit and most-favoured nation treatment. The High Contracting Parties also consent to the establishment of a mutual petroleum policy, and will coordinate on matters of production and exports.

The High Contracting Parties will commit themselves to the sharing of technological advances where not detrimental to the national security, and shall move to establish lines of communication for the collaboration of research, development, and implementation of scientific advances.

The High Contracting Parties shall abolish all tariffs between the nations, save on goods that may be forbidden by national law of either, and shall commit themselves to a five-year program of opening up border movement between both nations. The High Contracting Parties will make no law to prevent the movement of Muslim pilgrims between them.

The High Contracting Parties will create cultural exchanges in the major cities of the other, and will implement programs allowing students to visit and study in the other while receiving the proper accreditation.

In accordance with the traditional friendship established between the two countries, each of the High Contracting Parties solemnly declares that it shall not enter into or participate in any military alliance directed against the other Party.

Each High Contracting Party undertakes to abstain from any aggression against the other Party and to prevent the use of its territory for the commission of any act which might inflict military damage on the other High Contracting Party.

Each High Contracting Party undertakes to abstain from providing any assistance to any third country that engages in armed conflict with the other Party.
