No more players are necessary to start the game, but if anyone is interested in a particular nation, feel free to check the NPC list and ask and if approved I'll draw you up some stats.

Any other nation won't be listed, but a number of NPC nations are acceptable to become player nations. Ask in this thread if you want a nation not listed and if approved I'll write you into the stats.

Colonies/protectorates/dominions of other countries or smaller nations that are most likely to be annexed or knocked out in the initial stages of a world war are not permissible. Some exceptions are permitted.

If you have any criticisms or suggestions for the stats or rules, you may also make it known in this thread.

-AFRICA-

*Italy launches an undeclared invasion of the Ethiopian Empire, prompting a declaration of war from Ethiopia in return. Deploying five units, primarily through Italian Eritrea, they make some significant headway against Ethiopian forces, before some minor reversals due to the so-called Christmas Counteroffensive.

-ASIA-

*Chinese communist general Mao Zedong issues the Wayaobu Manifesto, calling for a united front to resist the Japanese. The manifesto strikes a chord with the population, and when students and other citizens protest in Tiananmen Square at Chiang Kai-shek’s non-resistance in the face of invasion, the city police are forced to suppress them. Despite this, the protests become a powerful symbol of resistance against Japan, and prompt patriotic organisations to spring up across China.
*Fighting continues between the National Revolutionary Army and the Chinese Red Army. Attempts to encircle and destroy the Shaanxi-Gansu Soviet fail to produce the expected results, as the communist forces successfully defend against a much larger opposing force.
*Following close cooperation between Japanese forces invading Chahar and the Mongolian Prince Demchugdongrub, speculation mounts that the Japanese will establish a new puppet state in the region.

-EUROPE-

*The Seventh World Congress of Comintern meets, agreeing to the policy of Popular Front - allying with all parties that oppose fascism, rather than merely adopting a United Front with parties rooted in the working classes.
*The Reich Citizenship Laws and Law for the Protection of German Blood and German Honour come into effect. A number of outcomes ensue, prominently the revocation of German citizenship from all Jewish inhabitants.
*A referendum is held on the monarchy in Greece by self-proclaimed regent Georgios Kondylis. Almost 98% vote in favour of the restoration of the monarchy, although the results are questioned as to their secrecy. After 11 years of exile in London, George II returns to Greece as King.
*Five people are killed and seventy injured as a result of sectarian rioting in Belfast.
*Although their majority in Parliament is reduced, Stanley Baldwin’s Conservative-led National Government is returned to office in the UK’s general elections.
*An attempt to partition Ethiopia by France and Britain to the advantage of Italy known as the Hoare-Laval Pact is revealed publicly, prompting outrage and condemnation from all quarters. The officials responsible are forced to resign.
*Assassins attempting to assassinate Kemal Ataturk are foiled and arrested.

*Discovery of a Zionist arms shipment at the port of Jaffa leads to unrest throughout Palestine.
*Sheikh Muhammad Izz ad-Din al-Qassam, the Sunni Islamic preacher and leader of the armed organisation Black Hand which used violence against Jewish civilians and the British, is killed in a gun battle with British police forces near Jenin.

-THE AMERICAS-

*Controversial populist Senator Huey P Long is assassinated in Louisiana, a mere month after announcing his intention to run for president in 1936.
*Marking their separation from Britain and the rest of the Empire, the Canadian government refuses to support military intervention or even sanctions in response to the Italian invasion of Ethiopia.

The goal of the game is to roleplay the best and achieve your national aims, whatever they may be. The game is played via private messages. The GM will send a credit report to each player for the turn and they select a list of actions they wish to do. Each turn will indicate a three month period. If any action is intended to be secret the GM must be notified in the turn or it will be made public.
Diplomatic Actions
— Push for reforms in NPC nation [-25 credits. Reforms should be broadly outlined at minimum. If successful, may improve relations with target nation, increasing ties, influencing them towards your goals or ideology, and potentially drawing them into your sphere of influence.]
-Government reforms (Free: can spend money to make it more successful. Pretty much anything you want - change of government type, economic reforms, military reforms, etc., can boost popularity within homeland if successful, maybe weaken rebels)
— Negotiate with NPC [-0 credits. Discuss a proposal with the GM or propose an arrangement in your turn PM with NPC individuals, factions, groups, nations, groups of nations, etc.]

Players may also send credits to each other secretly or publicly as a means of funding. Mention in your turn whether you intend for your funding to be private, or public. If you do not specify, it will be public.

Economic Actions
— Send aid to NPC [-50 credits minimum. Specify type of aid and its intentions. Can have a number of effects, from improving stability, bolstering military forces, assisting economy, improving relations with target, etc. As with aid to players, whether it is secret or public must be stated. Political actions
-Annex Territory [FREE: Only available if territory annexed is militarily controlled and the controlling power is unable to mount effective resistance. Only available in non-controlled territory if the NPC reform action is used and is successful. If between players, by capitulation or agreement only (must indicate to GM). Territory must be adjacent to your own. If successful will add bonus to economy stat. Example: German annexation of Austria, Soviet/German annexation of Polish Territory]
-Create Puppet State [50 credits: Only available for a militarily defeated enemy, will create a loyal regime in the determined territorial boundaries post-war. Will provide an increase in allied trade. Example: Vichy France]
-Annex Colony [50 credits: Only available when there is a successful capture of an enemy colony. Must be militarily defeated, will transfer colonial control to the victorious occupying army and will provide a bonus of colonial income.]
-Plunder Resources [FREE: Only available if territory is militarily controlled and the invaded power is unable to mount effective resistance regardless of if target is player or NPC. Must be done in enemy territory. Creates a resource bonus that gets regularly shipped back to the mainland. Exists as an alternative when annexation is not possible. Example: Metal resources, Oil, Forced Labor etc.]
-Secure Resources [FREE: Can be done by direct trade deal with allied or neutral powers. Requires minimum investment parallel to this action being put forward by the sending or receiving power. Provides an economic bonus is successful. Resource must exist and be useful; Proof required. Future investment can strengthen resource bonuses. Example: Soviet/Romanian Oil, Lend Lease Supplies]

Covert Actions
(If not mentioned in the news, the action failed but was not discovered.)

— Establish rebel movement [-75 credits. Specify name and ideological goals at minimum. Details on sources of support preferred. If successful, a rebel movement will appear in the target nation.]
— Influence rebel movement towards ideology [-30 credits. If successful, rebel movement will favour you, and may adopt your ideology.]
— Frame foreign nation or individual [-30 credits. Frame a nation or an individual for either an invented action, or an existing action - including one of your own. Discovery may seriously harm relations.]
— Organize terror campaign [-30 credits. Specify methods and target(s). May harm target nation’s stability, economy, military, etc.]
— Organize false-flag attack [-100 credits. Disguise your own land, sea, or air units as being from another nation, be they allied/friendly to assist them, or an enemy to incriminate them. May cause harm to target’s stability, economy, military, and diplomatic relations. Holds risk of instigating war.]
— Organize economic sabotage [-50 credits. Specify methods and target(s). May harm target nation’s stability and economy.]
— Coup government [-100 credits. Specify by which local elements the coup is being carried out. If successful a new government will be established.]
— Assassinate target [-30 credits. Specify individual to assassinate. Failure and discovery may result in international condemnation.]
— Fund political opposition [-20 credits. May strengthen political opposition factions, groups, or parties in target nation. Particularly influential in democracies.]
— Influence public opinion [-25 credits. Make use of a variety of methods, including statements, propaganda, the rumour mill, the media, etc., to influence the opinion of the public; of your nation or another nation.]

Military Actions
-Buy another Land unit [-10 Credits. Units go straight to the reserves, where they cost nothing to maintain but can only fight back if attacked]
-Buy another Air Unit [-25 Credits. Units go straight to the reserves, where they cost nothing to maintain but can only fight back if attacked)
-Buy another Naval Unit [-50 Credits. Naval units will take 3 turns to be constructed]
-Mobilize Reserve unit [-10 Credits, takes one turn to do so. Takes reserve units and puts them on active duty.]
-Deploy/withdraw army/navy [FREE: Good for preventing wars or fighting rebel groups, but generally . For fighting rebels, just tell me in your PM. On sea, just tell me the location where you deploy them. | Note: Units that are deployed overseas can find their path blocked/even get destroyed if confronted by an enemy navy unless guarded by a superior naval force.]
— Bomb target [-25 credits. Requires 1 air unit per bombing attack each turn. Deployment costs for air units are not required. Can be used to target nations or rebel groups. May cause harm to target’s stability, economy, and military.]
— Encourage volunteers/mercenaries [-25 credits. Specify target country for volunteers to travel to. Action may result in nationals from your country traveling abroad to fight as volunteers or mercenaries. May damage relations with target/opposing country.]
-Deploy Special forces Team [-10 credits: Send Special Forces of your choice to carry out, or spearhead tough missions. Example: British/American Commandos]

-Construct pecial defenses [-10 credits: Specify defense type and location. Will provide heavy defenses over a small area such as a series of choke points or in a tactically important location. Build time varies by defense type. Example: Sevastopol Coastal Gun Network]
-Construct [L]ight tier defenses [-25 credits: Specify defenses and location. Will provide a light defense network over a geographically large area against attack. Can only be built and maintained by armies on the field; Builds quickly. Example: General defensive battle lines such as those used in Kursk during Operation Citadel by the USSR.]
-Construct [M]edium tier defenses [-50 credits. Specify defenses and location. Will provide a medium defense network over a geographically large area against attack. Takes a modest amount of time to build. Example: The Stalin Line, The Romanian Focsani Gate/Line]
— Construct [H]eavy tier defenses [-100 credits. Specify defenses and location. Will provide a heavy defense network over a geographically large area against attack. Takes an extended amount of time to build. Example: Germany's Atlantic Wall, The Maginot Line.]

-Develop Specific Technology [50 credits: Develop a specific technology. Does not influence tech level. Example: B-29 Bomber..]
— Develop technology Level [Varying credit amounts, in 50 credits increments. Beginning with level 1 at 50 credits, level 2 at 100 credits, level 3 at 150 credits, and so on. Advancement must be in chronological order, and players may not skip a level without prior GM sanction.]
— Provide technological assistance [-30 credits. A more advanced nation can provide assistance to a less advanced nation through this action, with a randomized chance to reduce the development time of the target’s technological advancement.]
— Provide technology wholesale [-200 credits. A more advanced nation can provide technologies directly to a less advanced nation through this action, allowing them to obtain it instantly the following turn. This action will raise 1 technology by 1 level.]
-Initiate Nuclear Program [-100 credits]
-Increase Nuclear Program [Varying credit amounts in 100 credit increments. Beginning with a level 2 at 100 credits, level 3 at 200 credits, level 4 at 300 credits and so on. Advancement is in chronological order only.]
-Manufacture nuclear weapon [-50 credits: Once available - Initiates the construction of a nuclear weapon. Can create no more than 2 per turn.]
-Utilize nuclear weapon [-25 credits: Once available - A nuclear weapon is used on an indicated target area. Immense destruction will result.]

Nuclear Levels

Nuclear levels exist to establish the end stage of the game and it's diplomacy. Speed of research will vary depending on historical plausibility and national capacity. Access to uranium or plutonium is a prerequisite. If you cannot secure access to those resource - you cannot start a nuclear program. Provide proof if you have or can obtain those resources.

A nuclear level of 0 represents the lack of any existing nuclear program
A nuclear level of 1 represents the opening stages of a nuclear program
A nuclear level of 2 represents functional theory for the inception of a nuclear weapon
A nuclear level of 3 represents successful refinement of uranium and plutonium
A nuclear level of 4 represents practical design theory for a functioning nuclear weapon
A nuclear level of 5 represents the stage by which the manufacture of a nuclear bomb is available
A nuclear level of 6 represents that one or more nuclear weapons have been built and can be deployed for use

I don't honestly have time to be a major, as much as I know I'm likely to get a storm of messages asking me to be the UK again like I did for the last WW2-ish game. I couldn't give the role the time it deserves in any sense, shape or form, as much as I'd enjoy it at any other time.

If there's enough interest in the other majors to make the game playable, I'll consider Canada as something I do have time to play with all the other games running - and before you say that they're too minor, I point out that Canada had the world's fifth-largest navy and fourth-largest air force by 1945, and has generally been very diplomatically influential since the Statute of Westminster in 1931.

The only reason I'm not allowing Canada to be played is because it is a dominion. The British player controls all their dominions in terms that they are permitted to issue orders and call upon them.

The majority of tech stats were devised as part of the stats when I got them. I've been basing things off of that.
