Its a rainy afternoon in New York CIty, more especifically in the slums of the Five Points. A well dressed man, a government man, steps into a small attic of some rundown tavern, he looks around and sees a group of men sitting around a table, barely visible due to the poor lighting. He sits down, lights a Cuban Cigar, and stares at the men, who observe him with a mortal silence. He looks at their faces, and studies them, each individual face, before finally talking.

Very Well gentlemen, I think you all know why you are here, but ill brief you all still. As you know quite well, the war is over, the rebels are defeated, and the stars are at an all time high, life carries on. Now, the Union must look to its future, one of greatness and prosperity, Manifest Destiny must carry on, but what are we to do now? Some might ask, we have settled all the land from the Atlantic to the Pacific, no longer having territory to explore, expand and civilize, with the Brits to the North and the Mexicans to the south, what are we to do? Ill tell you all what we are to do, Manifest Destiny is ot over, no no, my good Gentlemen, its only the beginning of a new chapter for Manifest Destiny. We ough to look Southwards, to the Nations of Central America, South America and he Carribean, lands rich with wealth, mineral and agricultural, and ruled by weak governments who are deposed as fast as flies die, and thats where you come in.

Gentlemen, I am a Comissioner from the US Department of State, under direct orders from the Secretary, who is in his part under direct orders from the President, and I am here, in the name of the US Government, to propose you a mission, it is a top secret one, meaning that once you are in, there is no way out, anyone who wants out? No? Excellent, then we are ready. In short, we are willing to fund expeditions to the Lower Americas, not since the time of William Walker and his Nicaraguan ambitions has the US government been open in establishing pro-US governments, but it is time to return to the roots.

We will fund you and we will help you (unofficially of course) as long as you do what you are commanded to do: Establish a Pro-US State in the Lower Americas. Since we have "nothing" to do with your little ambition, you will have all the freedom to chose where, when and how, as long as you take sensible choices, and dont touch the colonies, we want no trouble with the Brits, or the Spaniards, at least for the while. take those rules an d conditions into account and we are good to go. I will be your source in Washington, if you need me, send me a telegram, and ill do what I can to help you in your mission. I bid you all good luck, and remember, as far as we all are concerned this meeting never happened.

Thus, I welcome you all to FILIBUSTERS! A tale of 19th Century american Imperialism. In this game, you will create a character who will be part of a group of mercenaries selected by the US government to establish a US Proxy state in the Lower Americas Ala William Walker.

MECHANICS:

The game is divided into two phases: The expedition phase, and the Nation Phase. The expedition phase is obviously where you plan, launch and carry out your expedition, using all the tools needed to complete your mission. If you manage to complete your objective, of taking control of a state, we enter the second phase, the Nation phase, in which becomes a Nation Sim, where players attempt to Run the Government they just established.

CHARACTERS:

Character creation works in a similar fashion to other Nation sims and character-based games. To sign up, you must complete the following form:

Stuff like Religion and ethnicity can also be added to your stats, but are not required.

NOTE: Your characters can be as simple or as complex as you like, there is one benefit for having a complex character however. Depending on your Biography, your character can acomplish actions in a easier form. For example, a character with a military background might fare better in military affairs. You have freedom to develop your character's bio's the way you see fit, as long as they are accurate to the time period, and not overpowered.

STATS: Besides your selected stats as shown above, you will have two other stats that will be selected by me (depending on your bio), that will be Renown and Personal Wealth. Renown is measured from 0 to 100, and shows how famous is your character, and Personal Wealth represents how much money you have. each character has his own Finances, which will be kept hidden. There will also be a separate Expedition Budget, that represents how much money is being attatched to the expedition, which all members can see.

RULES: The game is simple and freeform. In the First Phase, a turn will equal a month, while in the Second Phase (if we ever get there) a turn will become 6 months. Each player can perform as many actions as they wish for each turn, but remember to take into account your finances and capabilities. The rest of the game is pretty chill, use your resources and try to complete your mission. By the technical terms, players should work together to acomplish the end goal, yet, backstabbing is allowed, and is, in fact, highly amusing to the spectators (And to the GM to some point) so please betray your fellow Filibusters if it is thy will.

I'd be in. Would love to see some vague idea or sample of what you envisage player stats might look like - and possibly some idea of how the stats for the expedition planning (and presumably takeover/coup/invasion/whatever) will look like once we get rolling.

As 22nd in line for the crown Christopher was in no ways likely to ever become monarch, so he spent his days
traveling around the world, learning and writing down stuff in his ever expanding collection of notebooks and
papers. being found of all things science he by the age of 22 had gotten 10 degrees in everything ranging from
political theory to chemistry and human though, but his real pull in life was politics. Being shunned from British
politics for being to far away from the thrown he made a name for him self in the Mediterranean region, visiting
heads of state to expand his important connections and grow is influence in the region. Taking the last two years
off in order to create a growing shipping and shipwright business to pay for his trips around the world [he had
blown threw his royal allowance for 10 years] he now looks towards the Americas to finally make a true name
for him self. NOTE - out side of heads of state Chris is not well known due to not really doing much of note to the
Avg commoner

Well Moose, im afraid we must work ona few things...

1) It is literally impossible for someone to have 10 degrees by the age of 22, that is not only unrealistic, but it breaks the game rule that characters must be balanced, and realistic for that matter.

2) SInce he is just 22, and so far away from taking the throne, such travels around the meditteranean region (especially with the intent of befriending monarchs and heads of state) are very unlikely.

3) The Windsors were not yet the rulers of Britain, the Hannovers were.

4) Im confused on the shipping business part, please clarify.

I think what Luc's trying to say here Moose is... maybe slow down just a tad? You've got the basics of a good idea here if that's the one you want to roll with, but he needn't be an uberman or incredible at everything or whatever. A little bit of grit, of realism, some elements of life and imperfections add together to create a living breathing character. A much more interesting prospect, don't you think? Anyway, I'm intrigued to see what you come up with, and if you need a hand or want to bounce some ideas around feel free to ask - me or anyone!

If you want to make him royal blood, and keep realistic, I suggest you make chris a bastard of the royal family, rather than a very distant cousin, it would make thing more interesting. If you want him to travel alot, have him become a sailor or a mercenary, or maybe even a special poistion in a merchant navy such as a ship surgeon or a cartographer. It depends in the exact background you want to establish for him however, but anything along these lines should be fine.

  • Member of the Santee (Eastern Dakota) people, born in Kaposia settlement to a Santee mother and a white trapper who abandoned the family.
  • Straddled the divide between his two halves, interceding on occasion as a young man with Indian Agents from the Lower Sioux Agency on behalf of the tribes.
  • Fought with the Santee in the Dakota War in 1862 after prolonged maltreatment by Indian Agents.
  • Evaded capture beyond the "official" end of the conflict, shot and captured in 1863.
  • Tried and sentenced to hang before having his sentence pardoned in 1865 while in a prison camp in Iowa.

Name: Heinrich Harald Klein / “Hank” Klein
Age: 39 (Born 1827)
Place of Birth: Bremen, German Confederation
Religion: Catholic

Biography: The son of a North Sea merchant, Heinrich Klein was only a child when his father began journeying to the United States on behalf of his trading company, trying to break into trade with North America. Eventually his father would find success in his efforts, moving the family to Galveston in the newly-established Republic of Texas to oversee the company’s operations around the Gulf of Mexico when Heinrich was a boy of 10.

Though the family of Germans had some difficulties adjusting to life in the struggling Republic, he did his best to fit in as a Texian and then later as an American with his father’s encouragement, using his experience on company ships to serve the United States as a sailor during the war against Mexico, and later finding employment as an agent of the German Adelsverein . Though he kept with the trend among German Texans of being attentive to politics and active in America’s democratic process, and counted himself an opponent of slavery, Heinrich was wary of involvement in the growing rift between those for and against the federal government as the civil war loomed, and grew jaded about politics following the murder of his younger brother, an outspoken Unionist and abolitionist.

Despite having no political inclination to support the Confederacy and little love for the rebel government or the war it fought, Heinrich was not unmoved by the potential suffering of his friends and neighbors as the Union began its blockade, and a year into the war offered his services to the Confederate Navy, receiving a lieutenant’s commission and serving on the CSS Advance, eventually being receiving a promotion to captain and taking command of his own blockade runner, the CSS Magnolia, prior to the Advance’s capture.

Known among his men and peers as a fair and competent if sometimes exacting commander and not one prone to delusions of gallantry; Captain “Hank” Klein, as his men had affectionately nicknamed him, led his crew through numerous successful attempts to run the increasingly effective Union blockade, but eventually the same fate befell the Magnolia as most blockade runners- during an attempt to reach Mobile, the ship was crippled and ran aground miles away from the bay. Knowing the likely fate of the Magnolia’s crew should the Union choose to treat them as pirates rather than prisoners of war, he resolved to give his men a chance to evade capture and with a few men who elected to stay behind, briefly held off the approaching Union landing party while most of his men escaped inland.

Spending the rest of the war a prisoner, Heinrich was released after signing a loyalty oath to the United States, though it was not hard to deduce that some agent or other of the federal government was keeping tabs on him after his release, and his ‘invitation’ to serve his country once again, as an officer of Brigade 2913, is only further proof that he is still paying the price for his choices.
