Canada in this time while not truly independent yet, is a nation becoming so. I think that it would be good for it to be played, even if the player does not have full control over his country yet and will be working together with Useful Dave a lot.

It would probably be fairest to give UsefulDave a say in this. After all, we've had the argument in the past before that the Russian SFSR could be played distinctly from the USSR player, which just unleashes a whole mess. It's not on the same order of overlap, of course, but it still seems like an unfair constraint on any plans UsefulDave may or may not have.
