German Empire Govsim

Hey all,

I need to stop reading history texts and getting good ideas from them.

So, the German Empire that was founded in 1870 has some unique particularities: Namely, it's more a confederation of sovereign states in many ways but also... not. So, I'm thinking of doing a govsim because I like seeing Molotovians make things crash and burn it would be interesting to explore how this unique structure worked in its entirety.

As such, players would be playing the constituent states within the Federation, each with their own crazy levels of autonomy, and each with their own hands in the Bundesrat and some influence in the Reichstag.

(Obviously, if you're intent on playing Prussia, you had better be reliable and willing to make the game run, because you're the Emperor. Good luck.)

I have listed the various sovereign entities.I shall detail them sometime soon.

I'm interested. How would NPC figures in the Empire work, if we're all playing as states?

So, I answered it on Discord, but to try to give an answer here for when I invariably forget:

Background:
While the highly centralized executive of Kaiser and Chancellor is well-known in the common mind, the legislative and local branches of government are quite.... unique. It was made to preserve the Monarcho-Aristocratic character of the German States, and give Bismarck--the grand architect of the Empire--a Reich in the form that he wanted, and felt could control (eventually to his own detriment).

[I will put more information on the Kaiser here in due time. For now, rest assured that they have complete control of the military in wartime, and are the branch of government responsible for interpreting the constitution.]

[The Chanclerry will also be detailed later. Know that Bismarck will not be a playable PC, and will be a dick, and insist on having a 'monopoly' on foreign policy.]

The Reichstag was elected by universal male suffrage for those over the age of 25, and was responsible for the economic policy of the Empire, having primacy over things such as tarrifs, etc. [will do more explanation later]

The Bundesrat was made up of representatives appointed by each of the states and acts as the upper body of the legislature. Mostly bills are killed here if they aren't significantly advantageous enough to the powers that be.

Each of the states had a high degree of sovereignty [gonna fill in details later]
Game Mechanics: (Draft, subject to change prior to game start)
The Emperor, being the King of Prussia, will be controlled by Prussia's player. This is an outsized role, will require a high degree of commitment, and also a lot of trust--if someone who's an ass gets put in, they can really ruin the game and player's experiences, so.... I will heavily vet whoever wishes to play Prussia. At the same time they're absolutely essential. It is only in this community I would even gamble with this to work.

The Chancellery, being run by Bismark at the start of the game and highly independent of.... a lot of things, will be run by me. (obviously, it is not a completely immovable glacier, especially in the face of the full power of the monarch--but it's still Bismarck at the start, so... good luck with that.

The Bundesrat, being made up of appointed state representatives, will be played directly by the players. They're your reps, you get to control them.

The Reichstag will be an interesting mechanic: The player of a state will allocate their seats to the various political parties in the election. Given the composition and regional differences, I'll come up with various bills the lower body comes up with, and propose them in the Bundesrat for all of you to vote on. Of course, if you send terrible representatives to the Reichstag and/or don't pass any laws that are popular, well, let's just say the unrest in the country will be an interesting matter.

The states themselves, obviously, will be controlled individually by players.

Also, a fun little anecdote of the type which demonstrates what people can do in this game:
Bebel particularly distinguished himself by his denunciation of the maltreatment of soldiers by officers and still more frequently by non-commissioned officers. His efforts in this matter had received great encouragement when King Albert of Saxony issued an edict dealing with the maltreatment of soldiers in the Saxon contingent, thus cutting the ground from under the feet of the Imperial Government, which had persistently attempted to deny or to explain away the cases put forward by Bebel.[10]

What would be an interesting player in the game to play?

I'd love to do something in the Holy Roman Empire, unfortunately this is a Germany game and not an Italy one :(
