UNGA-Vote for Recognition of 'Philantrophy'

I come to the floor of the UNGA today to put forward a vote of recognition for a Non-Governmental Organization called 'Philantrophy'. One of Philantropy's founding members is Nastasha Romanenko, the author responsible for exposing the true events that occurred at Shadow Moses. Other founders include 'Solid Snake', the man responsible for the destruction of Metal Gear REX; Hall Emmerich, a technological scientist; and Mei Ling, a data analyst. Multiple donations towards their cause have already been issued by governments and organizations alike. As anti-Metal Gear Activists, They ask for the recognition of the UN in order to uncover information on the development of new Metal Gears, gathering evidence of their existence, and then attempting to prevent their completion.

With the danger Metal Gears represent to the world and its peaceful future, I ask that the UNGA vote to recognize 'Philanthropy' as the UN's arm to prevent another Shadow Moses Incident.

It is not the business of the United Nations to authorise pre-existing non-governmental organisations to act with the authority of this organisation and the combined competences of its membership. While the need to oversee and regulate these new technologies is clear, the United Nations ought to inaugurate its own approved body, with the proper regulation and oversight, to conduct such tasks.

A more appropriate measure for this Assembly to consider may be to endorse the IAEA in the expansion of its mandate to include these new technologies and their limitation. Other avenues are, of course, a possibility - but we strongly feel that the responsibility for such a task ought to fall within the remit of a pre-existing organisation whose reliability and reputation is well-founded.

Japan must agree with our friends from India. We know little to nothing about this 'Philanthropy' group, nor how their members are chosen, nor their true goals or affiliations. In the current murky world in which we live in, there seems to be no guarantee whatsoever that this group is not merely a front backed by some intelligence agency or another. We would be open to discussion seperately establishing a new UN organisation to deal with these matters, which could perhaps employ former members of 'Philanthropy' after extensive vetting, or expanding the remit of the IAEA or UNMOVIC along the same lines.

The Russian Federation must also agree letting a group of unvetted unknowns decide unilaterally to enforce their views on nations unwise and Russia will not support any such resolution.

HM's Government also agrees with all the previous statements above, we lack knowledge on them, and It is not the job of the UN to recognise third party, non-governmental Organisations, despite their actions.

The French government agrees with all others. We do not know who these people are, and we are certainly not giving them any jurisdiction.
