UNSC: Middle eastern nuclear crisis

The Russian Federation proposes the following.

The United Nations Security Council,

Guided by the purposes and principles of the Charter of the United Nations,

Deeply concerned by recent events in the Islamic Republic of Iran

1. Reminds the Islamic Republic of Iran of its signature of the Treaty on the Non Proliferation of Nuclear Weapons, as signed by its legal predecessor state, the Imperial State of Iran, and again by the current Islamic Republic of Iran in 1995.

2. Calls for the Islamic Republic of Iran to accept future calls by the IAEA to ensure that Iran has no capabilities to build nuclear weaponry, and to destroy any nuclear capabilities Iran already has.

3. Recognizes the sovereign right of the Islamic Republic of Iran to use nuclear energy for peaceful purposes, as outlined in NPT

4. Urges for sanctions to be put in place against the Iranian regime if these calls are not heeded, for the stability of the region and the careful nuclear balance established over the past 50 years which has prevented a global nuclear war.

5. Calls of the State of Israel who has yet to sign this treaty to do so and to submit to UN inspection in the interest of regional security and safety.

6. Calls for sanctions against the State of Israel if it does not submit as it would other nations refusing to submit to IAEA inspection.

7. Also recognizes the State of Israel’s right to peaceful nuclear energy development and use as with other states.

The Islamic Republic of Iran thanks Russia for its even-handed approach. The Western powers have shown themselves to be slaves to Zionism and a crusader mentality. If the Zionist entity is willing to agree to join the NPT regime, Iran will agree to allow for inspections of its territory and facilities. We hope that peace can be achieved.

The United States will not be vetoing this resolution, however - we will be abstaining regarding the matter on the grounds that Iran having already signed the non-proliferation treaty would be the one in violation of the Treaty if they refuse inspectors from the IAEA. Israel, not being in violation of the treaty should not be punished for not adhering to a treaty that they have not signed.

However, for the sake of protecting the peace in the region against a nuclear arms race - we will allow a formal vote of the security council to move forward.

Russia understands the US stance but must stress if all mebmers of the UN are not kept to some standard it risks damaging the reputation of the Un and IAEA and encouraging others not to cooporate. We do hwoever thank the US delgation for allowing a straight Vote.

If this resolution is put into effect by the United Nations, Iran will allow IAEA inspectors to visit all sites of interest in Iran. However, if this resolution fails to pass, Iran will begin reassessing its stance with the IAEA regime.

As prior stated, given that Iran signed the Non-Proliferation Treaty, the matter regarding that is entirely a separate issue than the affairs of other nations. It would be better for Iran to allow the IAEA to perform their duties, rather than holding it hostage - an act which ultimately accomplishes nothing more than to draw suspicion of treaty violations - and to leave an atmosphere of, we would hope, clean air in which such other matters can be focused upon rather than a petulant refusal to allow acts requisite to article III of the NPT to go forth.

Russia asks then if we don't do something more even handedly if that means others may leave the treaty fearing their neighbors who have not signed may develop these weapons.
